Dynamic distribution group recipient container not working

Yeah, that's what I am going to tell you. New-DynamicDistributionGroup -Name Abbeville Office -OrganizationalUnit servusinc. Here is a sample DDG that I created in my lab using the same PowerShell cmdlet that they were using.

When creating a Dynamic Distribution Group in either the GUI or PowerShell, Recipient container is automatically assigned or manually assigned. The RecipientContainer parameter is optional. Recipient container is mandatory and cannot be null. Apparently, this had worked for them in the past.
The syntax but it isn't working the way I thought it should be. If the recipient scope is set to a specific domain, the Users container in that domain is selected by default. When creating DDG, if a recipient container is not specified, the Default Users OU will be used.
